The DNC has opened up a program to allow those who
are not delegates to attend Sen. Obama's acceptance speech
at Invesco Field. The deadline to sign up is August 12;
if you are interested in going to Denver, please sign up
as soon as you can.

Plans for a bus or a carpool are in the works
from the local area; but the first step would be to
get a credential to attend. We're certain that
either a bus or a carpool will be driving down for the
speech and then driving back to Rapid City directly after
the event. If you are contacted, you can tell them the
Pennington County Democrats will be cooperating on
transportation.

Today, we're announcing plans to let you join Convention delegates and thousands of others in Denver for the final night of the 2008 Democratic National Convention - including Barack Obama's acceptance speech.

Breaking the mold of traditional political Conventions, Senator Obama will accept the Democratic nomination for president at INVESCO Field at Mile High. Denver's football stadium can accommodate an audience of more than 75,000. With a free "Community Credential," you could be a witness to history on August 28, 2008.

We're opening this Convention to more people than ever before.

Democrats, independents, and Republicans from around the country are being invited to attend. There is already great interest - and only a limited number of Community Credentials. Because you receive Convention e-mail updates, you're among the first to see the details.

There are a few steps to obtaining a Community Credential. Most importantly, you must have travel plans and a place to stay in the Denver area. You may be a Colorado neighbor - or traveling from far away. In either case, there is a specific credentialing contact for each state. You can find a state-by-state contact list at:

We expect a great deal of interest in Community Credentials - and space is limited even in a football stadium. You should begin the process today for the best chance of participating in-person.

Tom Katus to speak at Mount Rushmore

From Equality South Dakota PAC:
Mount Rushmore is the site of the 5th annual Pride event in South Dakota. Equality South Dakota PAC and its affiliate, Equality South Dakota, will bring a political edge to the festivities this year.

Judy Shepard of the Matthew Shepard Foundation will speak, sponsored by The Center West.

Senator Tom Katus, Rapid City, will speak briefly about equality issues from a legislative perspective. Members of the Advocates for Creative Theater Students' production of The Laramie Project will perform excerpts from the docu-drama, which explores the tragedy to a community caused by the brutal murder of Matthew Shepard in Laramie, Wyoming. Brandon Sterling rounds out the program with his brilliant piano instrumentals.

SUCCESSFUL CONVENTION
Last weekend we had a very successful convention. Party platform planks and resolutions were completed, and after the Convention concluded, the State Central Committee selected delegates for our National Convention in Denver. Special speakers included Sen Tim Johnson, Sen George McGovern, State Sen Scott Heidepriem, and Johnson campaign manager Steve Jarding. And... we got pictures: http://www.qurl.com/cfzr9

At the Central Committee meeting, directly after the convention was completed on Saturday, four West River delegates were chosen to represent South Dakota at the National Dem Convention in Denver: Malcom Chapman, Martin Yeung, and Cecilia Fire Thunder will join sitting delegate Russell Blacksmith (who was elected in March). (Tom Katus missed the cut by just a few Obama votes in the June 3 primary.)

Democrats hold public meetings Tuesday on education and energy

SIOUX FALLS - Leaders and elected officials of the S.D. Democratic Party will hold public meetings on South Dakota's education and energy development potential on Tuesday evening in Sioux Falls, Rapid City and Huron.

Jack Billion, chair of the S.D. Democratic Party, said the meetings are designed to offer ideas and to get the public's input. The information gathered at the meetings will be forwarded to delegates meeting June 26-28 at the S.D. Democratic Party State Convention at Cedar Shore Resort & Convention Center in Oacoma.

"These public meetings are important to give experts and citizens alike the opportunity to share ideas and discuss suggestions to make our state a better place to live and make a living," Billion said.

The meeting topics, locations and times are as follows:

  • Education: What's right for South Dakota's future - Sioux Falls. The meeting will be held 6-8 p.m. on the top floor meeting room of the Downtown Holiday Inn City Centre.
  • Renewable Energy & South Dakota's New Economy - Huron. The meeting, conducted by Rep. Dale Hargens, D-Miller, will begin at 5:30 p.m. in the Library Room of the Crossroads Hotel & Convention Center.
  • Education: State of Education in South Dakota - Rapid City. The meeting will be held 5:30 p.m. in the theater at the Journey Museum.

Final national convention delegates - Application form attached

The second and final round of delegate selection for six delegate positions and one alternate position will take place Saturday afternoon, June 28, by the S.D. Democratic Party State Central Committee at Cedar Shore Resort & Convention Center.

The deadline for applications for these positions must be received by noon Friday, June 13, at the S.D. Democratic Party office, P.O. Box 1485, Sioux Falls, SD 57101 (street address is 309 W. 43rd Street - Suite 107, Sioux Falls, SD 57105).

Due to the result of Tuesday's primary election, Hillary Clinton received six district-level delegates plus two alternates and Barack Obama received four delegates plus one alternate. These delegates and alternates were chosen in Pierre at the state caucus and their names appeared in rank order on the primary ballot. In the final round June 28, Clinton will receive an additional three pledged delegates and one alternate and Obama will receive two pledged delegates.

Here are the positions that are available and how they must be pledged:

- Three committed at-large delegates - Two positions must be pledged to Hillary Clinton and one to Barack Obama.

- One at-large alternate - Must be pledged to Hillary Clinton.

- Two pledged Party Leader & Elected Official delegate positions - One must be pledged to Hillary Clinton and one must be pledged to Barack Obama. People who qualify as "Party Leaders & Elected Officials" must be Democrats who hold elected office in South Dakota or who hold official party office positions, such as chair, vice chair to precinct committee woman and man.

- One unpledged add-on delegate - This position is nominated from the floor by the State Chair and the State Central Committee. If you want to be considered for nomination, you may select unpledged add-on delegate on the form or you may contact a member of the State Central Committee.

Delegate application forms have been in circulation among local party officials, campaigns and others. Please forward copies to registered Democrats who express an interest in competing to receive any of these remaining positions.

Here are a few important notes:

* The State Central Committee is not the same entity as Delegates to the State Democratic Party Convention, (please fill out and send in that form [PDF, 118K]) which also meets June 26-28 at Cedar Shore Resort. The State Central Committee is comprised of the chair, vice chair, state central committee woman and state central committee man in each organized county of South Dakota.

* The vote by the Central Committee on these positions is based on a "weighted vote," according to Democratic National Committee rules. This means each county party votes a strength based on the number of votes received in 2006 by the Democratic governor candidate. The counties which posted the highest number of votes in 2006 will have the greatest portion of weighted votes (i.e., Minnehaha, Pennington, Brown counties).

* The weighted vote of each county may be divided according to the number of central committee members from the county are present. For example, if Aurora County cast 1,000 votes for the Democratic candidate for governor in 2006, and only two members of the county's central committee delegation attend the meeting June 28, the vote may be split according to the members present. In other words, one member can cast 500 votes for one candidate and the other member can cast 500 votes for the other candidate. There is no proxy voting in Central Committee meetings and there is no secret ballot.

* The Obama and Clinton campaigns have the right to discard applications submitted for their respective pledged delegate/alternate positions prior to the June 28 meeting. This means if the presidential primary campaign's representatives tells the State Central Committee that only three names out of all the applicants may be considered for the pledged positions available, the Central Committee may only vote on the approved names.

* A bias will be implemented by the State Central Committee's selections on June 28 so that South Dakota will meet its affirmative action goals which are established in the 2008 Delegate Selection Plan. Some of those goals were achieved in the selection June 3 achieved with the 10 district delegates. The remaining goals MUST be the result from the June 28 selection - a 50/50 gender balance (realizing there will be 23 delegates), one disabled person, one Native American person, and one person from the
lesbian/gay/bisexual/transgender population.

[PenDems (86)] A word from Cheryl

Dear Friends,

Voices from Rapid City Democrats opened the national CBS radio news on Tuesday night. These voices spoke what we know is true—Pennington County and South Dakota Democrats are the winners in having this historic presidential primary contested down to the wire in our state. Our competition has been of the best of intentions and respectful at every turn. We can be proud of our primary process—and we can reap the benefits of hundreds of more Democrats registered and ready to work for change in South Dakota.

With the June 3rd primary behind us, we will unite in our passion for re-electing Senator Tim Johnson and Representative Stephanie Herseth Sandlin. We will work to elect a new Democratic President and we will win a Democratic majority in our State Senate and break the two-thirds stronghold in the State House. Working together we will change the debate in South Dakota and bring new leadership for our future.

Our momentum must continue. We can catch our breath, but let us re-double our efforts to bring two-party government to South Dakota!

Any voter can now vote the presidential primary ballot including offices of US Senator, Pennington County Legislators, County Commissioner (District 2), Rapid City Wards 1 and 2, Hill City School District, Wall School District, and Quinn Town Board Member. You can vote at the Auditor’s Office, 315 St. Joseph Street during the office hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Please remember to bring along your photo ID such as your South Dakota driver’s license, US government ID, passport, tribal photo ID, or current student ID. For further information on how to vote by absentee ballot, call the Auditor’s Office at (605) 394-2153, stop by or get an absentee ballot request form from our web

[PenDems (70)] Obama Regional Field Director Invites PenDems

The Pennnington County Democratic Party welcomes the coming primary
campaign as a time to celebrate our values as we back our candidates.
This is true from the precinct level all the way up to the
Presidential race. In that spirit, we are forwarding the following
from the Obama campaign. (Of course, we will also forward Clinton
campaign information when it comes!)

My name is Melissa Ness and I am the Regional Field Director for
western South Dakota. I arrived in Rapid City on Sunday and since
then I've begun setting up our office at 1315 Haines Ave. Suite C. We
are thrilled to be able to set up an office in Rapid City and we look
forward to working hard to ensure our victory here in South Dakota on
June 3rd. I wanted to extend a few invitations to you all in regards
to a few events we have going on in the near future.

Wednesday, April 16th at 7PM Organizational Meeting. We'll be meeting
at the office headquarters here in Rapid City to discuss planning for
our office open house this Sunday, overall campaign plan for the next
2 months and also suggestions for outreach opportunities in the area
that the campaign should be a part of. This is a chance for all of
you to help me get to know Rapid as well as to share some of the
things the campaign will be doing.

Sunday, April 20th at 4PM we'll be having our Office Open House. We
need to do a lot beforehand to set up the office (we're desperately in
need of furniture—chairs, desks/tables, couch, etc.) so if you're able
to donate anything until June 3rd we'd greatly appreciate it!

Tuesday, April 22nd at 6PM….Location(s) TBD: Pennsylvania Results
Watching Party. We want to get everyone together to watch as the
results come in from PA on Tuesday. This is going to be a close state
and an exciting one to watch. More details to come once locations are
decided.

Saturday, April 26th at 10 AM and 2 PM we'll be doing a phone bank and
a door-to-door canvass in Rapid City and the surrounding areas. This
is our first time to get out there as a team and register new
democrats! We'll target independents and try to get them to switch
over to be democrats for the primary. Meet up at the office for
supplies to head out on the doors or to join in making phone calls!

As you see we have a lot going on and we're starting at full force!

Delegate Selection, Saturday, March 8

The South Dakota Democratic Party and Democratic legislative district parties will host Legislative District Presidential Delegate Selection caucuses across South Dakota on Saturday, March 8.

The 35 legislative district caucuses are the first of a two-tiered caucus system to select 10 delegates and three alternates to the Democratic National Convention in late August at Denver, Colo., Jack Billion, chair of the South Dakota Democratic Party, said. The 35 caucuses on March 8 will select delegates to the statewide caucus in Pierre on March 22, where slates of 10 potential national convention delegates and three alternates are chosen. Those names will appear below the names of Sen. Hillary Clinton, D-N.Y., and Sen. Barack Obama, D-Ill., on the June 3 state primary ballot.

“We are working hard to reach out to each and every legislative district to increase the involvement of the people in the Democratic Party,” Billion said. “This is one of the most interesting and compelling elections in the last 50 years, and it has transformed the involvement of ordinary citizens in the political process. We’re seeing interest growing very quickly as our state’s primary election looms nearer.”

Billion said the first step to participating in the district caucus meetings is to complete a form which must be returned to the SDDP office in Sioux Falls before Wednesday. Forms are available from county party leaders and on the state party’s website, www.sddp.org.

Democrats attending the district meetings March 8 will elect slates pledged to either Clinton or Obama, or as uncommitted. The number of delegates assigned to each legislative district is based on an average of the votes from the district for the Democratic presidential candidates in 2000 and 2004.

The popular vote in the June 3 Democratic presidential primary in South Dakota will determine which of the slates of potential delegates and alternates will become delegates to the national convention. It is required that a candidate receives no less than 15 percent of the vote to qualify for candidates.

“If both candidates are still in contention by March 25 when the filing deadline occurs in South Dakota, their names and their slates of delegates will appear on the ballot. The share of delegates and alternates each candidate receives will be based on the percentage of the popular vote they received,” Billion said. “For example, if Clinton receives 60 percent of the vote and Obama receives 40 percent on June 3, then the first six names under Clinton name and first two alternates get to go to Denver, and the first four names under Obama’s name get to be delegates and the first alternate candidate gets to go to Denver.

Six additional delegates and one more alternate will be chosen by the Democratic State Central Committee at the S.D. Democratic State Convention on June 28. Another class of delegates, who are chosen by their position in the state party, are the “super-delegates,” the state party’s chair, vice chair, Democratic National Committeeman, Democratic National Committeewoman, Sen. Tim Johnson, Rep. Stephanie Herseth Sandlin and former Sen. Tom Daschle. The total size of South Dakota’s convention delegation is 23 delegates and four alternates.
